There is a place for it but only in rare cases where it operates as a specifier.
“He was told that he had four weeks to hand in the assignment.” (unnecessary).
“This action was the one that got him into trouble.” (necessary).
Read the sentence back without the “that”. If it still makes sense, drop “that”.
