Active voice is the most straightforward form of writing, the most concise, and the easiest for people to follow. But there are exceptions; broadcast writers sometimes use their news sense in order to grab the listener’s attention by putting the more newsworthy words at the beginning of the story.
Consider the difference between: “Police in London have arrested a key witness in the trial of Alan Bond.” and “A key witness in the trial of Alan Bond has been arrested in London.”
